Since you mention that HAARP transmits at billions of watts, it might be worth pointing out that HAARP has a combined transmit power of only 3.6MW (of which only 3.1MW makes it to the antenna dipoles). The whole facility is run off 5 diesel generators with a combined power generating capacity of 10MW (the individual 20kW transmitters at HAARP are only 45% efficient AB-class linear amplifiers).
So, a couple million watts. Several orders of magnitude lower than “billions” of watts.
