Von Ludwiger studierte in Hamburg, Erlangen und Göttingen Physik, Chemie, Mathematik und Astronomie. Neben dem Studium war zwei Jahre an der Universitätssternwarte in Bamberg tätig und erwarb 1964 an der Universität Erlangen sein Diplom als Astrophysiker. Seither arbeitet er als Physiker und Systemanalytiker in der Luft- und Raumfahrtindustrie. 1974 gründete er die zentraleuropäische Sektion der US-amerikanischen UFO-Gesellschaft Mutual UFO Network (MUFON), die MUFON-CES in Feldkirchen-Westerham.
